Wolters Kluwer introduces eGovPraxis HTK in Germany
Burkhardt Vitt: “With eGovPraxis HTK, we are bringing established content and longstanding subject-matter expertise into a modern, fully digital working environment.”

Wolters Kluwer Legal & Regulatory has announced the launch of eGovPraxis HTK, a new solution for public administration in Germany. The publisher says eGovPraxis HTK helps public authorities handle complex legal issues in immigration, asylum, registration, and nationality law more efficiently and make well-founded decisions faster. The solution combines up-to-date legal information, expert commentary, and case law in an integrated work environment and is designed specifically for professionals working in immigration authorities. By linking relevant content, it enables faster orientation and considerably reduces research effort.

“The public sector is facing the challenge of managing increasing case volumes, more complex legal frameworks, and skilled labor shortages at the same time,” said Stephanie Walter, vice president and managing director of Wolters Kluwer Legal & Regulatory in Germany. “With eGovPraxis HTK, we are expanding our product portfolio into dynamic areas of law such as immigration and migration law, helping public authorities and their employees address these challenges in a structured and legally compliant manner. What matters most is that digital solutions not only provide information but also offer practical guidance and confidence in day-to-day work while supporting a consistent approach across authorities.”

In addition to features such as intelligent search, guided navigation and version comparison, eGovPraxis HTK ensures that statutory provisions, explanations and case law are directly interconnected, the publisher continued. This improves the quality of administrative decision-making and reduces processing times. The content offering is based on the Hypertext Commentary (HTK) developed by Neuer Medienverlag, which was acquired by Wolters Kluwer Legal & Regulatory in September 2024.

“With eGovPraxis HTK, we are bringing established content and longstanding subject-matter expertise into a modern, fully digital working environment,” said Burkhardt Vitt, associate director digital product management public & customer solutions at Wolters Kluwer Legal & Regulatory in Germany. “We were able to build on a well-established content foundation and consistently evolve it to meet the requirements of modern digital administration.”

A particular focus of the solution is the continuous updating and interpretation of new legislative developments. For example, eGovPraxis HTK supports users in navigating the reform of the Common European Asylum System (CEAS), which is expected to have significant implications for administrative practice and procedures in Germany in the coming years.

The high professional quality of the content is ensured by its editors. These include Dr. Jochen Zühlcke, department president at the Karlsruhe Regional Council and an expert in immigration and asylum law, and Prof. Dr. Markus Eisenbarth, LL.M., professor of Public Law at Kehl University of Applied Administrative Sciences, with experience in public administration and ministerial practice.

eGovPraxis HTK is part of Wolters Kluwer Legal & Regulatory’s established eGovPraxis product family in Germany, which the publisher says has been providing practical expert solutions for public administration for many years and is used by numerous cities and municipalities across Germany. In addition to eGovPraxis HTK, the portfolio includes solutions such as eGovPraxis Sozialhilfe (Social Assistance) as well as other specialized modules for different areas of public administration.
